Cassano, Manchester Awning Owner Welcome New Veteran-Friendly Law

MANCHESTER—State Senator Stephen T. Cassano (D-Manchester) today visited Manchester Awning on East Middle Turnpike to meet with owner and Marine Corps veteran Jeffrey Nodden about a new state law giving veteran-owned small businesses a 15 percent price preference when bidding on state contracts.

The new law, Public Act 16-184, which passed earlier this year on a unanimous and bipartisan basis in the state legislature, allows a ‘micro business’ (a business with gross revenue of up to $3 million in the most recently completed fiscal year) that is owned by a veteran who was honorably discharged from the armed forces to receive preferential consideration when biding on certain state Department of Administrative Services (DAS) open market orders or contracts.

In the case of Manchester Awning, for instance, the qualified low bidder for a state awning contract could be $10,000, but Manchester Awning could bid $11,500 (15 percent higher) and still win the contract. DAS has bid several awning contracts over the past several years.

“Any recognition of veteran-owned businesses is always a good thing,” said Nodden, a veteran of the first Iraq War. “Every little bit helps.”

Other U.S. states have price preferences for veteran-owned businesses, but none as large as Connecticut. Two states (New Mexico and Michigan) offer 10 percent price preferences, while other states offer just 2, 3 or 5 percent price preferences.

“This is the large contract price preference for veterans in America,” Sen. Cassano said. “We wanted it to be large to show our appreciation for our veterans.”
